Charter & Guiding Principles

ARTICLE I: NAME, PURPOSE

 

Section 1: Name.  The name of the committee shall be the ACM Committee for Computing Education in Community Colleges (formerly, the ACM Two-Year College Education Committee, and hereinafter called Committee).

 

Section 2: Purpose.  The charter and purpose of the Committee is as follows.  The Committee for Computing Education in Community Colleges is the standing committee of the ACM Education Board concerned with computing education at associate-degree granting colleges and similar post-secondary institutions throughout the world. The Committee advises the Education Board as directed on all issues concerning curriculum, pedagogy and assessment, and engages in advocacy and policy for this sector of higher education.

 

 

ARTICLE II: MEMBERSHIP

 

Section 1: Membership.  The Committee members shall consist solely of the individuals duly appointed by the ACM Education Board.   The duties and responsibilities of Committee members are as follows.

·         Working collaboratively and collegially in pursuit of the purpose of the Committee as stated in Section 2 of Article I

·         Fostering esprit-de-corps and promoting consensus related to the purpose of the Committee

·         Shouldering a variety of work assignments and fulfilling timelines in furthering Committee goals and objectives

·         Making presentations and representing the Committee at meetings and events

·         Writing collaboratively on articles, position papers, grant proposals and the like.

·         Assisting the Committee Chair as requested.

 

Section 2: Associate Status.  The Committee may confer upon a non-Committee member the designation “Associate”.  A Committee Associate shall have an ad hoc role.  The role and its anticipated longevity shall be specified in writing at the time of the appointment of an Associate.  The Committee Chair appoints all Committee Associates in consultation with Committee members.  Individuals holding Associate status serve on a volunteer basis and receive no compensation.

 

Section 3: Emeritus Status.  The Committee may decide, by a two-thirds vote of the current Committee members, to confer upon a past Committee member the designation “Emeritus”.  Emeritus status shall be permanent once conferred.  Individuals holding Emeritus status shall provide respected and honored guidance to the Committee as needed.  Individuals holding Emeritus status receive no compensation.

 

 

ARTICLE III: ORGANIZATION

 

Section 1: Committee Size.  The Committee shall have at least four but not more than six member positions, including the Chair, and excluding any individuals holding Associate or Emeritus status.

 

Section 2: Meetings.  The Committee shall meet in person at least once a year at an agreed time and place.  Additional meetings shall be called by the Chair as needed.

 

Section 3: Committee Appointments.  Committee members serve on a volunteer basis.  The Chair of the ACM Education Board appoints said members in consultation with the current Committee Chair.

 

Section 4: Terms.  A Committee member shall serve a two-year term, commencing July 1 of an even-numbered year.  Committee members are eligible for re-appointment at the discretion of the ACM Education Board chair.  In the event of a vacated position before the end of a member’s term, an interim appointee shall serve the remainder of said term.

 

Section 5: Compensation.  The Committee members shall receive no compensation.  Committee members may receive reimbursement for reasonable travel and other expenses, as approved by the Committee Chair and in conformity with ACM regulations.

 

Section 6: Officers and Duties.  There shall be two officers of the Committee, namely the Chair and Vice-Chair.  The duties of the Committee Chair are as follows.

 

The Chair shall be responsible to:

·         Appoint Vice-Chair and delegate duties to the Vice-Chair as appropriate.

·         Convene regularly scheduled Committee meetings, provide agendas in advance of the meetings, and preside over the meetings

·         Serve on and represent the Committee’s interests at the ACM Education Council

·         Write the Community College Corner, published quarterly in the ACM Inroads publication

·         Propose the annual Committee budget to the Chair of the ACM Education Board

·         Approve all requests for reimbursement and other payments from the Committee budget; monitor the budget on an ongoing basis

·         Compile and submit the Committee’s annual report

·         Recommend candidates for Committee membership to the Chair of the ACM Education Board

·         Communicate Committee resignations and votes of no confidence to the Chair of the ACM Education Board

·         Recommend candidates representing the Committee’s interests to the Chair of the ACM Education Policy Committee for membership on said committee

·         Appoint individuals to Associate status

·         Notify individuals in writing of their selection to Emeritus status

·         Work collaboratively with ACM headquarters staff and other professional colleagues in pursuit of the Committee’s purpose

·         Nurture collegiality and consensus-building among Committee members, foster a sense of shared responsibility, promote effective communication and delegate assignments to Committee members

·         Seek guidance, advice and mentoring from former Committee chairs, who may be filling current Committee membership positions, carry the Emeritus designation, or hold Associate status

 

Only Committee members are eligible to hold the positions of Committee Chair or Vice Chair.  A simple majority of the Committee members shall elect the Committee Chair.  The Chair shall serve a two-year term of office commencing July 1 of an even-numbered year.  The Chair is eligible for re-election.

 

Section 7: Vacancies.  When a vacancy on the Committee exists, current Committee members may propose nominations for new members.  A nominee must receive a two-thirds vote of the current Committee members to become a “candidate for membership”.  The Committee Chair shall be responsible for contacting each such candidate to determine her/his interest and willingness to serve; each interested candidate shall provide the Committee Chair with a current curriculum vitae.  The Committee Chair, in consultation with the Committee members, shall provide a list of candidates to the Chair of the ACM Education Board.

 

Section 8: Resignation.  Resignation from the Committee must be in writing and received by the Committee Chair in a timely fashion.

 

Section 9: Vote of No Confidence.  A current Committee member, including Chair, may be said to be held in “no confidence” based on a two-thirds vote of the remaining Committee members.

 

Section 10: Fiscal year.  The Committee’s fiscal year shall be July 1 to June 30, in conformity with ACM operating procedures.

 

Section 11:  Official language.  The Committee’s business will be conducted in English.

 

 

ARTICLE IV: STRUCTURE

 

Section 1: Task Forces.  The Committee may create task forces as needed, whose participants are drawn from Committee members and/or individuals holding Associate or Emeritus status. The Committee Chair appoints all task force members and chairs, in consultation with Committee members.

 

Section 2: Steering Committee.  The Committee members shall constitute the Steering Committee for major Committee initiatives.

 

Section 3: Advisory Committee.  The Committee shall create and provide oversight of an external Advisory Committee, drawn from individuals holding Emeritus or Associate status.  The Committee Chair appoints all Advisory Committee members in consultation with Committee members.

 

 

ARTICLE V: AMENDMENTS

 

Section 1:  The Committee may amend these procedures by a two-thirds vote of the Committee members and subsequent approval by the Chair of the ACM Education Board.
